立法院教育及文化委員會今天（24）邀請教育部進行業務概況報告，立委許智傑質疑，中國國民黨籍總統參選人洪秀柱日前進入學校造勢，違反行政中立，教育部長吳思華對此表示，是否違反行政中立，會與中選會釐清。
立委許智傑指出，中選會9月16號已張貼選舉公告，國民黨總統參選人洪秀柱卻在9月17號到苗栗縣竹南國小參訪營養午餐，可能違反行政中立，對此，教育部長吳思華表示，當天是苗栗縣政府安排，權責在縣市，尊重縣市處理，洪秀柱可能是以立法院副院長的身分，進入學校關心教育，目前還沒有正式登記參選總統，在法律上她還不是正式候選人，教育單位辨識會有困難。
吳思華部長說，會向中選會再釐清，是登記還是政黨提名就認定，相關「行政中立」該如何處理會進行瞭解，由於目前洪秀柱還沒有正式登記，如果以立法院副院長身份到學校就沒有問題。
